would anyone happen to know why the maximum throughput won’t go beyond 3Mbps on my BSR64K chassis?

I am trying to bring up mta interface on CH6541. Here are my configs for internet and for MTA. I can not bring up mta interface and I can not login via telnet (wrong user and password) in order to throubleshoot whats wrong. If comeone has a working config I would highly appreaciate.

I'm trying to set up a new Policy in my CNR. I already created the file for the policy (10 Mbps) but the CM doesn't register with that policy. Here's the file for 10 Mbps:
So i understand that unknown CPEs and Cable modems will request an address from the Primary bundle cable helper address using the primary ip address as the giaddr. (Default behavior)
So now some CPEs should a sub-bundle if they get a IP in the subnet under that sub-bundle. What happens when this CPE renews the IP again, will it use the helper address under the sub-bundle or use primary bundle? Can these helper address's be different? Assuming all the routing works and they point to the same DHCP server?
Hi Gurus, I need your help on the following topology:
I am have
( [Internet + VoIP Traffic)-CPE===>CM====>CMTS=====>PE. Eventually, I will use two VRFs to separate Internet and VoIP traffic on the PE.
However, I intend to do NATting on the CM such that
Internet traffic would be natted to a public IP interface received from the CMTS while
VoIP traffic would be natted to another public address also receive from the CMTS.
But, I am having single physical cable interface between CM and CMTS.
