Hello - Please look at the contents of your Flash Card in Slot 0. It should contain a IOS file, ...
something similar to, ubr7100-ik8s-mz.123-9a.BC9 . If not, ... do you have any IOS on your possession?

You should have a file (i.e.) ubr7100-ik8s-mz.123-9a.BC9.bin on your Flash Card in Slot 0, and have your bootvar set to boot from that location & file name.

Assuming you know Cisco IOS commands, ... look to see what files and images are on "slot0". You should have a file on there named similar to, ... "ubr7100-ik8s-mz.123-9a.BC9.bin". Then look at the "bootvar" to what is assigned to the router to boot from, ... it should be the same.
