it seems I cannot make my eMTA to work. On cmts, I cannot create dynamic service flows, so the call is just dropped.
Can anyone help me, please!

I made mistake regarding IOS name.
Did you use Full dQoS or dQoS-Lite?
make "show run | include packetcable" and paste the output, please?
Maybe your config except's Full-dQoS Authentication via COPS from the CMS but you need dQoS-Lite with packetcable vanilla without COPS Authentification.
