Software for running a cablecompany

Hi

We are a private user owned cable company.
All users are running on docsis 3 modems wired up on coax cable.
At the moment all services are leased from other operators, but it gives a lot of problems.
What would you suggest off software that is able to do the following :

- manage all modems ( possibility to cut connection when customer doesnt pay or using to much bandwidth etc)
- manage billing on company or customer level
- manage bandwidth on individual customer levels

We are looking for an all in one solution, where we are not dependable of external people for running the installation on daily basis.
