Ideal receive levels at the modem are 0 dB, upstream should be ideally at 45-48 dB
So for an ideal signal level you need 10-11 db Attenuation on your downstream and 18-20 on your upstream
throw at least a 10 dB, preferably a 15 db pad on there and you will be in business.
