You can do actual P2P VPNs with Cable modems, though it is tricky to set up do a google search for cisco cmts l2vpn should get you in the right place if that is what your wanting to do?
If what you want to do is have one cable modem with access to one network and another with access to a different network this is also possible, and there are different ways to do this, easiest would be to use DHCP to assign each client to the appropriate network.
If this is not what your looking for you will need to elaborate further on what your trying to do.
Look, if i final user have one cablemodem in her house and other cablemodem in his office.
its possible to make those cablemodems parts of the same network. that can share files and ping each other.
i know that the arris 1000 cant do that cause only makes bridge, but i want to know if a uBr7246 that is a routing cmts
can make this possibe...
I'm not sure as far as the Cisco and the software it's running, but know that with the Motorola BSR2k and 64K you can have the modems on vlans. so the home and office would be on the same vlan and have a secure connection between them.
Not quite following your question....
