If the modem is getting stuck

If the modem is getting stuck in init(io) which stands for Initial Offer (dhcp) it can indicate a couple of things, no ipv4 unicast communication or packet loss, the offer is a broadcast, the modem is supposed to assign itself the ip and reply. If it is getting stuck here either the modem is not getting the offer, or rejecting it for some reason, or it is getting it and trying to communicate with the dhcp server and is unable to do so, or it is getting the ip and trying to communicate and there is too much packet loss and it is getting dropped. Sometimes I have seen the modem get stuck here when you have a non reachable tftp server too.
