Docsis 2 speed problem

Hi All,
I'm very new to CM's in general due to someone leaving the company but have made some head way.
We are doing Docsis 2 on all our cm's now have are currently offering a speed of 9 Meg dn and 1 Meg up.
We have a few customer who need more speed, so I created a package of 15 dn and 5 up and applied it to a test modem in our building whee the cmts is located.
I can get the 15 dn but can only get 2.6 up, I can't seem to find where the problem on the up load speed is.
Hope someone on here can provide some help.
We are using the Cisco UBR MC-28U cards in cmts with NPE G1 processor

I really wouldn't recommend a

I really wouldn't recommend a package larger than 10meg on a Docsis 2.0 system, as the total channel capacity of a docsis 2 downstream is only 36megs after network overhead. That being said, try this:

Also, make sure the speed test server is inside your network, otherwise you may not be getting an accurate reading.

Tried but still the same

I made some changes to my service class as you suggested and also checked the 7246 cmts ch. width which is set at 6.4 and mini slot at 2.
I set the service class settings to reflect your suggested DS of 10297000, SF Traffic priority 1 ( didn't know what SF Reference =21 meant )
On the US I set the rate at 7097000, Traffic burst 387125, Traffic priority at 1, ( again didn't know what SF Reference =11 meant )
I also changed the burst and concat. burst to 4000 per the article that you referenced to.
I can get the download speed as I set it 10 Meg but still only get 2.7 Meg upload speed.
Any Ideas on what I'm missing??
