Cable Modem(cisco) not detected by C3

Our C3 can't detect our CISCO cable modem(cisco DPC2100r3) but can detect and register INOVO Cable Modem(Model. IB-8120-W21).
Help.

What do You mean by "can't

What do You mean by "can't detect" it's rather that modem should "detect" C3 :) Is there any DHCP flow You could show? The other modems going thru full registration and become operational? Show Your config - C3 & DHCP. Modem files could help too.

By the way we only test two modem which is the INOVO Cable Modem(Model: IB-8120-W21) and CISCO cable modem(Model: DPC2100r3).
We fully register the INOVO cable modem with the Online status but it is not operational(Not giving IP or Internet to the CPE).
The other cm which is the CISCO CM can't even see(detect) in the 'show cable modem' command in C3.

by the way we already successfully give a CPE address in the cable modem but still no internet access.
