BSR64k Varied Width Upstreams

We are currently running some of our nodes with 4 upstreams. We typically use 1 3.2mhz and 3 6.4mhz upstreams bonded. I noticed that the CMTS throws a warning for the upstreams that are 6.4 vs 3.2 with regards to the power levels.
If I set all of the upstreams to the same power level, the CMTS will complain with a message like the following:

Config Warning - Config of 5/0 (130 tdB) does not conform to maintaining equal power/hertz with 5/2 (100 tdB). Some performance degradation may occur on 5/0.

What is odd is that all 4 of them are set to 100 (10.0db), none are set to 130 (13.0)

Is that normal?
