Recently we installed new BSR2000 in our network and i noticed that it uses about 3mbps traffic only on the downstream even if the downstream port is not wired anywhere and there is no modem on the BSR. Is this behaviour normal or there is some we need to do?

How are you measuring this traffic? I would assume there's some data going downstream so modems connected would know what upstream to use and register

Hey I've got the same on the new Arris C4 Release 7!!
I would assume it would change, depending on the number of upstream channels and the downstream config. blame it on docsis overhead, thinking the same would been with Cisco
