How cable modems reserve bandwitdh on the cmts? I mean when a cable modem gets an ID from the cmts, this means that automatically reserves bw for it?

check into qos config on the cmts, service class the modem is set for or if it goes into best effort. would take up too much time getting into things without knowing the cmts used and config of the cmts and modem files.

Better still, is to use a Deep packet inspection appliance to offer bandwidth reservation and congestion.
