are you trying to keep CPE's from accessing the modems?
Put the modems on a different subnet then the CPE's and make sure there is no route between them (except for DHCP relay if you use it)
Yes CPE.. my DHCP ip Block is 0.0.0.0/24. I dont what to give any access one modem CPE to another MODEM's CPE..
To get rid of Win$ sh..t use ip filters on modems 135-139 adn 445 ports. To not allow users to access modems also ip filters will do
