If your looking for 100mbit per modem, your going to need more than 16ds and 4us to commit anywhere close to that @ 500 users.
Your looking more at 16ds and 4us per 175 users, or 48ds and 12us. That is still also pushing it most likely, but at least that is more likely to handle that modem load during peak without major choking.
Try Huawei MA5633 or Sumavision E-CMTS.Sumavision can support 500 modems,Huawei can support some less modem.Both are cost effective and useful.We have used 100s of both.

Harmonic makes a 1RU DOCSIS 3.0 16x4 CMTS. While it uses the Broadcom 3218 and 3219 chipsets, Harmonic designed this product which includes an FPGA and many features that support a number of use cases including Hospitality Wi-Fi, Packet Cable 1.0 voice (or DQoS-Lite), and IP Multicast for IPTV set tops. What about a Casa C2200 or even C1G CMTS?
Casa is flexible and powerful CMTS, but quite expensive.
