Hello,
I have been working on a 16x4 configuration with a uBR10k in a lab using docsis 3.0 modems. The modems will connect to the cmts fine and the downstream will bond with 8 downstreams just fine. (8x4 modems) However, it appears that the modems will only bond with one upstream channel, and that channel will vary from modem to modem so its clear they're all being used.

If you have MC20x20 Linecard I think the frequency stacking of all upstreams are not working well.
For the lab trials you should try to use different connectors:
U0 = connector 0
U1 = connector 1
U2 = connector 2
U3 = connector 3
and then put all connectors into the fiber node configuration:

Does the 20x20 support that much stacking? I'm thinking it only supports stacking pairs (may be remembering wrong). Try putting upstream 0-1 on connector 0 and upstream 2-3 on connector 2.
If nothing else I'll pull up a working config tomorrow and compare.

However now I have 8x4 bonding with downstreams 0 and 1 but 1x1 with 2 and 3.. do the downstreams also have this stacking issue while in the same interface?

I don't see any wideband interfaces configured for downstream 2-3. Downstream stacking is 4 channels per port and not configurable iirc.
