Just use below configurations in your config file for Upstream and downstream. Same should work
Upstream Service Flow Encodings
Service Flow Reference:1
Quality of Service Parameter Set:provisioned admitted active
Traffic Priority:0
Maximum Traffic Burst:512000
Service Flow Scheduling Type:Best Effort
Downstream Service Flow Encodings
Service Flow Reference:2
Quality of Service Parameter Set:provisioned admitted active
Traffic Priority:0
Maximum Traffic Burst:512000
Note from above;
(1) Traffic priority in this file is set to 0. This one depends on the priority you want to set
(2) The objective for unlimited service i believe is not to set any Maximum Sustained Traffic Rate
