In the CMTS global configuration "cable modem max-cpe 10"
I configured in the CM configuration file "MaxCPE 1" (some regulatory issues)
The CM must have 1 and only 1 CPE behind the CM (simultaneously)
But the customer can change the CPE behind the CM.
Do I must reset the CM ?
How can I do that without resting the CM ?
How can I have 1 active CPE ?

Yes with max cpe of 1 when customer changes the device connected to the cable modem they will need to reboot the cable modem.
A bit more detailed on how it works:
By default, the CM is not allowed to forget a CPE MAC address. This became an issue with SoftGRE setups and now aging of CPE MACs can be enabled in the config file.
Reset of the CM will clear the binding from the modem, and the user will be able to change the CPE.
Some CM vendors have a setting if to count or not the MTA as a CPE.
On CMTS side:
On ARRIS CMTS the binding between CPE MAC and CM MAC cannot age. CMTS reset will clear it.
Other vendors might allow aging or multiple bindings on CMTS side (the CM for example can reset 10 times, each time with a different CPE until it will stop work).
If you want to allow one and only one specific CPE maybe take a look on MAC filters? Allow the CPE to connect, read the MAC of the CPE via SNMP, recreate the CM config file with the CPE mac as a filter. Can be done automatically.
