i believe 'IPDR' is used for per customer utilization billing. Billing as far as billing systems ? Platypus is pretty cheap to get into, if you're a programmer you can integrate everything needed to get modem billing working.
I have developed custom cable tv system management packages which include such things as billing, work orders, cable modem management, etc... Very affordable and I'm flexible. Give me a call or email.
I would recommend NetFlow, in my opinion is superior to IPDR. The hassle of traffic control is not worth it in the end, it will be cheaper to buy more bandwidth instead of monitoring the traffic. If it is not cheaper, that you are buying from the wrong place.
For billing, I developed an in-house platform, if you hire a programmer with basic DOCSIS skills, it can be done in about 2-4 weeks. The advantages of an in-house platform are enormous, from monitoring integrated into the whole platform to custom reporting, etc.
