I need to know if there is any possibility to restrict users from connecting their router after the cable modem and then distribute the service?
They have to connect only PC not routers.

I don't think can be an effective way to do this as the users behind the router will be running over NAT. As such, all of the traffic you see will be from one device (the end point router). You wouldn't be able to tell if it's just one user or multiple. Keep an eye on top talkers (high bandwidth users); that might help.

Just require that they register the mac address of one specific device and have to notify you to change it. Or, you could just look up the oui and see if it belongs to the big four (linksys, netgear, belkin or dlink) If so, deny them an IP and tell them why in a captive portal screen. I've developed many solutions like this.

The problem with checking the mac address is you can clone it to be the cpe you registered with if you wanted to go that route. use ipdr or run scripts to check usage. depending on the cmts, you put the heavy users into a penalty box that drops the speeds of the modems for a given duration
