Modem reject(pk) KEK Key

Ok, I am attempting to go to Docsis 1.1 and baseline privacy. I have several modems that are identical to others but they come up with

reject(pk) which cisco says

reject(pk) The KEK key assignment is rejected and BPI encryption has not been established.

Two modems both have this <>OS: VxWorks 5.4

One works, one doesn't?? Anyone? Could this be the CVC? Should I just replace them?

sometimes with rejects it is

sometimes with rejects it is as simple as the the time not being set on the router, make sure the time is set appropriately and set up ntp if you can.

start with that and see where you are. you have to reboot the modems after fixing the time.

valid certificates

Also make sure that the modems have valid certificates in docsBpi2CmDeviceCertEntry.
