We now have cable modems/MTA's registering. Speed is the issue. No one can get more than 100K down and 1.7M up. Cisco config is pasted and one of the config files is pasted as well.

For your CM config file :
* default US flow (1) is 64Kbps
* default DS flow (101) is 128Kbps

Then you have classifiers to send some traffic to other flows :

First batch :
* us classifier (2) looks to send sip to us flow (2) which has some reserved bandwidth and no cap
* ds classifer (102) looks to send sip to ds flow (102) which has some reserved bandwidth and no cap

2nd batch :
* us classifier (3) looks to send outbound requests to us flow (3) which has 2Mbps cap
* ds classifier (103) looks wrong. It is sending traffic with dst port 80 to ds flow (103) with 10Mbps cap. I assume you are trying to match web surfing here? If so the dsport should actually be srcport... (it's coming from the webserver's port 80)

Remember for the future when you are having problems like this you should try and simplify your config as the very first step. Remark out the classifiers and extra flows, and just get your default flows running well first. Then slowly add basic extra configs eg classifiers and test to ensure you have got that working. Lastly add the extra fancy stuff like ToS remarking, reserved bandwidth, burst tweaking etc. (FYI once you have everything tweaked perfectly then D2 modems can achieve speeds of 30Mbps+ DS, and 15Mbps+ upstream)

And on the topic of reserved bandwidth, I wouldnt bother with it! If you have a lot of MTAs you will find reserving traffic to be pretty wasteful. I would just setup a high prio (eg 5) 64K flow to match the SIP signalling. Leave the general internet traffic at a low priority. That should be enough to keep the signalling traffic safe. And it seems a bit strange the way you are matching web traffic into a special flow but I assume you have a good reason?

For your CMTS config it looks generally OK. Only suggestions I have is to try some tweaks like this :

Other general comments :

I am a bit worried about your BPI being turned off

For best upstream speed on a 3.2MHz channel, I would recommend minislot size be set to 4. For 6.4MHz channel I would recommend it be set to 2.

Anyway, might be getting too far ahead at this stage. Try some tweaks from above and let us know the results.
