Problems with Configuring Static Upstream Load Balancing - BSR2000

I configured the load balancing in the following manner:
I created a cable spectrum group:

cable spectrum-group beta
band 30000000 50000000
load-balancing static

bsr2#show cable spectrum-group

Spectrum Group: beta
Member channels:
Cable 0/0 U0
Cable 0/0 U1
Cable 0/0 U2
Cable 0/0 U3

Schedule Band Schedule
Id (Mhz) From Time To Time
1 30.000 - 50.000

The following is the output of the command show cable modem summary total before I activated the load ballancing:

bsr2#show cable modem show cable modem s t

Interface Total Active Registered SpecGrp Group
Modems Modems Modems Name Id Cable 0/0/U0 91 0 86 beta 0
Cable 0/0/U1 172 1 155 beta 0
Cable 0/0/U2 163 0 148 beta 0
Cable 0/0/U3 209 1 189 beta 0

Total 635 2 578

I activated the load ballancing with the following command:

bsr2#cable load-balance spectrum-group beta

It seemed that works:

bsr2#show cable modem show cable modem s t

Interface Total Active Registered SpecGrp Group

Modems Modems Modems Name Id Cable 0/0/U0 141 0 134 beta 0
Cable 0/0/U1 161 0 144 beta 0
Cable 0/0/U2 159 0 144 beta 0
Cable 0/0/U3 174 1 153 beta 0
Total 635 1 575

But after less than a minute the modems began resuming to their original upstream:

Cable 0/0/U0 139 0 103 beta 0
Cable 0/0/U1 161 0 144 beta 0
Cable 0/0/U2 160 1 144 beta 0
Cable 0/0/U3 175 2 153 beta 0
Total 635 3 544

Cable 0/0/U0 110 0 94 beta 0
Cable 0/0/U1 172 8 147 beta 0
Cable 0/0/U2 163 3 145 beta 0
Cable 0/0/U3 190 15 155 beta 0
Total 635 26 541

Cable 0/0/U0 94 0 87 beta 0
Cable 0/0/U1 172 0 155 beta 0
Cable 0/0/U2 163 1 147 beta 0
Cable 0/0/U3 206 10 177 beta 0
Total 635 11 566

Finally the state was the same as at the beginning:

Cable 0/0/U0 92 0 87 beta 0
Cable 0/0/U1 172 1 155 beta 0
Cable 0/0/U2 163 1 147 beta 0
Cable 0/0/U3 208 2 187 beta 0
Total 635 4 576

Failed to solve the problem of load balancing.
What did I do wrong?

load-bal

is the return all from the same plant? can you send me a show ver and a show run? show tech would be great

same plant

Thank You for tip about the same cable plant.
I hadn't known about this thing until you wrote me your comment.
Later I read an important sentence in the Cisco 's documentation too:
"Load balancing can be done only on upstreams and downstreams that share physical connectivity
with the same group of cable modems."

I will try this feature soon. I will inform you about possible failure or success.

Granted mine is in a lab setup, but the same downstream/upstream.
