Errors when provisioning modem for the first time

I'm testing Eurodocsis 3.0 modem (Broadcom-based) and tried provisioning it for the first time, and I have a number of issues: the modem not goes online.
Finally it got DHCP, ToD, TFTP, IP address, but 'Network access: not allowed'. Config file used contains a lot of incorrect TLV-11 as it intended for another modem (from another vendor), but for some reason they use it as generic config for other modems too, and it worked (for Ubee for example).

Since it's rejecting the config file you're left with no network access. I don't work with configs very often so I can't quite tell what's wrong with that value. The MIB says it's supposed to be an IP address - and it looks like one to me. Perhaps open your cm config with a docsis config file editor and look closely at that value to make sure there's not a space or something else that shouldn't be there.

The only other thing I notice is that for index that might be wrong is that when you're matching an IP destination addresses, e.g.:
1.3.6.1.2.1.69.1.6.4.1.9.1, IP Address, 0.0.0.0

.. There's no mask for that address. I would expect 1.3.6.1.2.1.69.1.6.4.1.10.1 to be listed if referencing a destination IP.

Thanks for the tips. That's what I thought when checked logs too; this TLV-11 error looks like a key problem.

Why only one DS1 Downstream

Two questions: first, why only one DS1 Downstream channel and one US1 Upstream channel are involved during provisioning?
Second, why the same config works for one modem and causes issues for another?

Not sure what you mean about the single channel provisioning, but basically there's a lot of stuff that happens in single channel mode during registration before additional ranging for 3.0 bonding occurs. But the main question as to why this works with other modems: I'm going to assume this is a cpe/modem vendor issue. You might try adding the subnet mask that I referenced to see if it takes the config or open a case with the vendor directly (e.g. Arris or whoever). Usually if you contact them they'll load the file in their lab and tell you what it's stuck on.

During the initial modem registration, there is only one primary channel used for registration and then station maintenance. once it's registered and gets info from the cmts for channel bonding is when it would then bond. need to keep in mind that the modem doesn't know if it's a 2.0 or older cmts and it has to be backwards compatible per docsis spec.
