Before it gets to the screen you posted, it gives you 5 seconds to interrupt the boot. hit the space bar or any key when you see the message to stop the boot and the count down starts. them hit ? and it gives the options like image, image location and flags that can be changed like bypass startup. I think it's 0x10, but the ? will confirm it

Yes, I did that. When hitting the ? it displays the information, but is slow to respond. Also, when we hit c to configure, it is slow to respond and doesn't display the field to change all the time, it mashes things. THa last line on the txt is me trying to run through the configure on that, to set the flag. I have tried a different SRM also. Could they both be bad or could it be my null modem cable? I am using a usb to serial adaptor, could that be the issue? I have not issue getting into any of my Cisco routers via the console connection.
the image I believe is for an srm4 card, am I right? the rear i/o for slot 7, can you confirm it's for an srm4? does it have a 10/100 enet port?
all other cards remove from the chassis? dc power good, enough current and voltage?
try without an srm4 in slot 8. last thing to try is move the srm4 from slot 7 to 8. no rear i/o for 8. only for 7. leave it in 7
