I have an issue with an Arris C3 CMTS. The dhcp server shows messages like this:
Apr 15 02:45:59 provi dhcpd: DHCPDISCOVER from 38:c8:5c:a5:61:e8 via 10.200.0.1
Apr 15 02:45:59 provi dhcpd: DHCPOFFER on 10.200.102.0 to 38:c8:5c:a5:61:e8 via 10.200.0.1
Apr 15 02:45:59 provi dhcpd: DHCPDISCOVER from 38:c8:5c:a5:d3:c8 via 10.200.0.1
Apr 15 02:45:59 provi dhcpd: DHCPOFFER on 10.200.102.3 to 38:c8:5c:a5:d3:c8 via 10.200.0.1
Apr 15 02:45:59 provi dhcpd: DHCPDISCOVER from 38:c8:5c:a6:6d:68 via 10.200.0.1
Apr 15 02:45:59 provi dhcpd: DHCPOFFER on 10.200.102.18 to 38:c8:5c:a6:6d:68 via 10.200.0.1
But in the CMTS, the modems does not get IP. I checked the server routes, firewall and all seems to be normal... May be it is something with the CMTS config but Im not sure what is it.

Routing may be an issue (as always when a DHCP server sees DISCOVER, sends OFFER but no REQUEST is seen by the DHCP server). If you can ping the cable (!) interface of the CMTS that the cable modems are supposed to use as their gateway, you should be fine.
