Just wanted to know about the Download and Upload Value and Info about this file and how can i change it to the bigger or lower value.

SfMaxTrafficRate is the mib that controls the up/down.
You have to edit the config file on the provisioning server with an editor, such as packetace.
If you don't have access to that, you can't edit it. The modem downloads the file everytime it reboots, and if the files hash doesn't match the cmts's config, it'll reject it.
Are you an end-user? If so you should talk to your ISP.
