The downstream frequencies are on the lower end of the spectrum. ingress or signal leaking into the cable around the frequencies that have the higher errors are also used by marine radios and they tend to transmit at higher than average power.
Per the fcc frequency chart, 110-130Mhz FIXED MARITIME MOBILE Radiolocation. are you close to a harbor? only fix would to find and fix the signal leakage or change the downstream frequencies to a higher part of the downstream spectrum. thinking it's just above the fm band because there's too many video channels on the downstream.
if your end user, only thing you can do is make sure all your cable connections are tight
and make sure your cable is not around a power strip or other AC cables that would give upstream errors. Otherwise all looks good. Also grounding but the cable co should have the outside correct, it is probably a loose fitting, broken cable, or bad stab but signals look good for that so I would say signal to noise has an issue.. check the power routing.
Maybe it will sound silly, but what if the problem is the upstream? What about the modem/node/amplifiers capabilities? Your higher upstream is centered on 42Mhz, if your network is similar to the ones I'm familiar, you will have trouble on that one because of the diplex cut. Eventually you can get one or another modem working above 42Mhz, but it will be affected by attenuation and rollof.
