Its connected to a cbr8

I've searched for this error, but haven't found a reasonable answer yet.
Thought I'd toss this to the real world guys before I open a case with Arris.
Any ideas?

Each US must have a transmit level contained within the shared 12dBmV window

If you show do "show cable modem 00:c1:b1:61:98:ed ver", you will see information such as

I must be missing something...

The log of the modem is telling me the commanded power is greater than 6db lower than the top of the DRW, yet the modem is about 2db lower according to the verbose output of the modem.
