BSR64000 - Loadbalance configuration

I am having trouble understanding how the loadbalance works on this CMTS.

Almost of my Docsis 2.0 modems are registered on the first downstream of the mac domain.
Also i am not sure if the Docsis 3.0 modems are being processed by the loadbalance.

Below are my configurations :

Do these logs mean that modems are not being moved ?
