no, the docsis 2.0 cards

no, the docsis 2.0 cards MC28U/X and MC16U/X require at least an NPE400 which is only available in the VXR versions of the chassis.

There is a lot of 7246VXRs with NPE G1 out there in the used market for very cheap < $2k and the MC28U cards run $1.2k-2k.

if you look around you could put a new 7246vxr chassis and 2 MC28U cards for $3-4k or very likely cheaper. I just got a quote for a 7246vxr with an NPE-G1 and 4 MC28
