Modem configured for DOCSIS 1.1 but using 1.0

Hello,

I've been beating my head against my desk trying to get this problem figured out.
I have just recently went from DOCSIS 1.0 to 1.1. I used the Cisco Broadband Configurator to create the configurations.

About half of the modems are using 1.1, the other half 1.0.
There's no rhyme or reason for it, as the modems share the same software version, and I only have 3 configurations which only differ on the upstream and downstream max-sustained service flow speeds.

I have ensured that all of the modems have had their firmware updated to the latest, and it doesn't matter how many times I reset it.

What could be some of the causes of this?

I'm using Cisco 7225VXR with 2x 28U cards.
